Abstract: These GIS data sets were produced in the course of analyzing digital elevation information for coastal areas of the contiguous 48 states. These data are polygonal, enhanced 1:250,000 scale USGS Digital Elevation Models. Explicit shoreline information was added from the NOAA Medium Resolution Vector shoreline. Manual edits were added in some areas to correct obvious errors in the source DEM data.
Purpose: Identify and quantify U.S. land areas to be potentially inundated by a one-meter rise in sea level.

While enhancements have been made, including cutting off the DEM at the shoreline, these data products were developed for specific mapping purposes and the use of these data for different applications cannot be guaranteed. However, users are cautioned that these data are partially based on edits that were intended to be rendered on small scale maps only; most of our maps were produced at a scale of 1:1,000,000 or more. Elevation edits typically extend well into the ocean because our process relied on the NOAA shoreline to draw that boundary.

Unlike the original source, values higher than 4 are coded as 4. Our maps generally do not use this data field directly (see jim_elev.) For those that do, land polygons with values coded 0 or 1 are shown in red and interpreted as up to 1.5 meters above NGVD, land polygons with values coded 2 or 3 are coded blue and interpreted as up to 3.5 meters above NGVD, and land polygons with the value 4 are shown in light yellow and interpreted as uplands. Attribute_Definition: This field reflects both the source DEM information and limited manual edits to resolve apparent errors based on review of selected USGS 7.5 minute series paper maps and is therefore used as the primary field in most of our thematic mapping. (West coast areas were not enhanced and thus the values of jim_elev should be the same as values in the range-code field.) Suspect areas in the East and Gulf Coasts were hand-sketched on small-format index sheets and digitized; the digitized data were used to create an updated copy of the same information contained in the range-code field. Note that the manual process distinguished between areas to be coded red, blue, or light yellow – not between individual integer values. Although the values 0 through 4 may occur, there is no meaningful distinction in this data field between the values 0 and 1 or between the values 2 and 3. For polygons that represent land, 0 or 1 are interpreted as areas up to 1.5m above NGVD, values 2 or 3 are interpreted as areas up to 3.5m above NGVD, and the value 4 represents upland areas. We disregard these values for polygons that appear to represent water. Note that this editing process was designed as a rapid way to exclude areas from appearing to be very low-lying areas based on the source DEM data when we have other information clarifying that they are not actually so close to sea level. No attempt was made to adhere to any particular spatial accuracy standard. Users are cautioned that these edits were intended to be rendered on small scale maps only; most of our maps were produced at a scale of 1:1,000,000 or more.
